Permissions, Powers, and Plotting

Revolutionary Girl Utena contains material that many may find disturbing/triggering, including incest, sexual coercion, rape, abusive relationships, and violence. While I'll be as sparing as possible about bringing these subjects up in threads, it will mostly likely happen from time to time. I will always use a content warning in these instances, but I wanted to have a dedicated post here for individuals who want to avoid certain topics or who want to opt out of interacting with Anthy altogether.

Powers & Plotting:
By the terms of her world's lore, Anthy is a witch. What she's capable of is very vague within the series, but in MoM, I've parsed it down/defined it as so:
When boiled down, Anthy's powers are essentially the alteration of reality within her established space. In canon, this is Ohtori Academy (and potentially the surrounding town). In MoM, this will be scaled down to give her dominion over whatever building she's currently in, or within a mile radius when she's outdoors.
Within this space, the environment is subject to change. Things like improbable staircases and elevators, embellishments to clothing, the sudden appearance/disappearance of objects, objects re-arranging and transforming in odd ways, sudden rains of rose petals, etc., are now possible within the space in question. The Absolute Destiny Apocalypse sequences are a good point of reference for the type of illusions/alterations in mind: floating castle, structural impossibility, clothing transformation, appearance of plant life... There's also things like cars springing up from the ground and making your classmate think she's laid an egg only for it to grow huge and explode.
Once one leaves Anthy's active environment, they'll find the outside world a perfectly normal place, and any alterations to their clothing will vanish. Did any of that really happen the way to think it did? You aren't sure, and it's probably better to just forget it.
Apart from illusory environmental control, Anthy has control over her own body. She can instantaneously vanish and reappear (see above clip, again), change her own clothing, and alter her appearance (or otherwise disguise herself/obscure her identity/alter others' perceptions of her appearance). She spent a portion of the series in the form of another person, Mamiya, and seemingly became a classmate's stepmother while being shown standing with her 'husband' in her Rose Bride costuming, not in an altered body. When she spoke to said classmate of the phone as his 'new mother,' he seemingly didn't recognize her voice.
To cause transformations onto other living beings is possible in canon; she causes another girl to transform into a cow via a designer cowbell that said girl stubbornly refuses to take off for several days. In order to produce an object like this in MoM, Anthy would have to negate the field around her for the sake of creating a single object that remains under her influence. Any bearer of this object would have to keep it on their person for a week in order to fully transform. Transformations can be obvious, like the cow, or subtle, like an unreasonable change of mind/heart/ideology. This, of course, would require specific plotting the player in question and is also not something likely to be implemented very much.
Does your character have powers that would clash with this? Want to hash out how different power sets would interact? Want to go ahead and establish reality boundaries for when your character interacts with Anthy? Wanna set something up involving a sudden turn into surrealism?
